Since the provisions of Federal Law No. 274-FZ dated July 1, 2021 has taken effect on July 1, 2021, foreign citizens and stateless persons (with the exception of certain categories) arrived in the Russian Federation after December 29, 2021 have to undergo medical examination.
The Ministry of Internal Affairs accepts medical opinion based on the results of a medical examination of a foreign citizen only from state-authorized medical institutions, therefore, passing medical examination by foreign citizens should be carried out exclusively in authorized healthcare institutions.
The list of authorized medical organizations was approved by the Decree of the Government of Moscow dated September 28, 2021 No. 1517-PP (as amended on December 22, 2021 No. 2160-PP, January 21, 2022 No. 30-PP).
In the European Medical Center, medical examination can be passed by
- foreign citizens who arrived in Moscow for purposes not related to work, for a period of more than 90 calendar days
- foreign citizens who arrived in Moscow for the purpose of work with the issuance of a work patent, in order to obtain a temporary resident permit, foreigner’s residence permit
- foreign citizens who arrived in Moscow for the purpose of work with the issuance of a work permit
To undergo medical examination, you must submit the following documents
- identity document
- notarized translation of an identity document
- migration card of foreign citizens and stateless persons who arrived in the Russian Federation in a manner that does not require a visa;
- visa (for foreign citizens and stateless persons who arrived in the Russian Federation in a manner requiring a visa)
- a detachable part of the notification form of the arrival of a foreign citizen at the place of stay with a mark of the migration registration authority
Medical examination includes
- laboratory tests for the presence or absence of narcotic, psychotropic, new potentially dangerous psychoactive substances and their metabolites in the body, as well as for the presence or absence of infectious diseases that pose danger to others, and the disease caused by the human immunodeficiency virus (HIV infection),
- low-dose CT scan of the chest,
- consultations of four specialists: a dermatologist, a tuberculosis specialist, a psychiatrist-narcologist and an infectious disease specialist.
After receiving the results of the tests and examination, the specialists issue state standard documents “Medical report on the absence of infectious diseases that pose danger to others”, “Certificate on the absence of HIV infection”, as well as the opinion of a psychiatrist-narcologist.
A medical examination, including the issuance of a certificate and a medical opinion, is carried out within a period not exceeding 5 working days from the date of passing the tests and passing the investigation.
